Mr. Ortiz-Mangual is a well-rounded professional with 10 years of experience working for academic, government, non-profit, and private organizations. He is currently a Senior Consultant at IEM, assisting Puerto Rico's power utility operator, LUMA Energy, with the management of a 10-billion-dollar allocation of FEMA recovery funds. While at DCMC Partners, he provided consulting services to the Commonwealth of Puerto Rico to manage a 3-billion-dollar allocation of FEMA funding. Previously, he was a Consultant at Tetra Tech providing federal funds management and regulation compliance services for Puerto Rico's Central Office of Recovery, Reconstruction, and Resiliency.
He provided consulting services to a variety of municipalities and non-profit organizations across Puerto Rico for the management of dozens of millions of federal dollars and compliance with applicable regulations. During that same period, he provided environmental health and safety consulting services to PharmaBioServ, Inc. for a multi-million-dollar commissioning and qualification project for Romark Pharma, LLC's new manufacturing facility in Puerto Rico. He started his consulting work experience at AirQuest Environmental, Inc (AirQuest), where he provided environmental and industrial hygiene services to a variety of clients in the continental states, including federal, state, and tribal governments. In Puerto Rico, he was in charge of the local office operation, led the marketing and business development efforts, as well as provided technical services to local clients. Previously, he was a member of the founding staff for the Puerto Rico Vector Control Unit, an initiative of the Puerto Rico Science, Technology and Research Trust with the goal of developing, establishing, and maintaining an 85-million-dollar Centers for Disease Control and Prevention (CDC)-funded public health response program in Puerto Rico. Throughout his tenure as a Biologist at the CDC, he provided scientific support to the CDC Dengue Branch during the 2016-2017 Zika Emergency Response in Puerto Rico.
He initiated his professional career as an academic researcher. He was a Graduate Research Assistant at the University of Illinois at Urbana-Champaign where he focused on developing original scientific research and managing a series of laboratory projects. As a Post-Baccalaureate Research Education Program Fellow at Ohio State University, he provided support to a series of ongoing research projects while conducting original research under the direction of the laboratory's principal investigator.
