Primary Functions / Duties:
- Act as the Owner’s representative in all matters related to the project.
- Oversee and manage all daily field and office activities.
- Support Metro management of the Project.
- Act as Resident Engineer overseeing Construction Inspectors and Administrative/Project Personnel.
- Monitor contractors’ work for compliance with schedule, budget, technical specifications, and legal requirements.
- Resolve design and field construction problems.
- Attend progress meetings.
- Monitor and report on construction progress.
- Expedite design and field changes.
- Review contractor requests for change and, when appropriate, assist in preparing contract change orders/modifications, including development of technical scope and justification.
- Participate in submittal, RFI, RFC, design submittal, and claim reviews and responses.
- Assist Metro Contracting Officer in contract change negotiations.
- Understand and have experience with Construction Testing Disciplines such as welding, non-destructive testing, electrical design/testing, and rail design including trackwork components.
- Support review of quality engineering reports for test and equipment acceptance.
- Review quality program submittals for compliance with contract documents.
- Be familiar with Construction Safety and Security requirements of the Project.
- Communicate and implement safety rules, policies, and procedures supporting Metro’s safety vision and goals to contractors and subordinate personnel.
- Support contractors in identifying uncontrolled hazards or security vulnerabilities and establish agreements for future compliant controls.
- Work with contractors to correct hazardous, at-risk, or non-compliant work activities.
- When requested, respond to construction incident scenes and assist Metro Construction Safety personnel with major incident investigations.
- Awareness of asbestos and lead paint abatement and demolition protocols, Contaminated and Hazardous Waste Management, State and Local stormwater regulations, and Construction Noise.
- Oversee, review, and develop plans for construction monitoring and/or surveying.
- Organize teams of engineers, inspectors, and surveyors to oversee, verify, or monitor construction activities.
- Ensure timely review, interpretation, and compilation of inspection and survey reports.
- Familiarity with geotechnical and survey instrumentation, borehole logging, and laboratory soil testing.
Minimum Qualifications / Experience:
- Approximately ten (10) years of experience in Construction Management of transportation and/or transit projects.
- Experience as a Resident Engineer on design-bid-build projects of at least $25 million.
- Approximately five (5) years of supervisory experience managing major construction contracts.
- Prior experience with construction in active public transportation or rail alignment environments.
- Prior experience with bridge work.
- Valid California Class C driver’s license.
- Cal-OSHA/OSHA 30 training certification at project start.
- Experience in agency coordination is desirable with Metro or an equivalent agency such as OCTA or RCTC.
Education/Training:
- Bachelor’s degree in Engineering, Architecture, Construction Management, or related field.
- Registration as a Professional Engineer is desirable.
