Position: Program Manager with Public Health ExperienceThe Oregon Office of Information Services (OIS) is seeking an experienced Program Manager to support the Oregon State Public Health Laboratory (OSPHL) with the implementation of a new Laboratory Information Management System (LIMS).The Program Manager will support the Senior Project Manager and focus on organizational change management, communications, team coordination, decision tracking, vendor feedback, and User Acceptance Testing (UAT).Key ResponsibilitiesManage multiple complex project schedules, timelines, milestones, and critical paths.Identify, manage, and escalate project risks and issues.Coordinate resources and work with managers to ensure appropriate resource allocation.Support communication between the LIMS vendor and OSPHL project team.Support organizational change management and User Acceptance activities.Project manage the User Acceptance Testing (UAT) effort for the LIMS Replacement Project.Liaise with OIS technical teams and provide project support.Prepare biweekly project status reports documenting project activities and progress.Develop resource capacity reports to identify over-allocated and under-utilized resources.Prepare ad hoc reports for OSPHL management.Update project planners with new LIMS subprojects based on laboratory management input.Support EIS project deliverables for the LIMS Replacement Project and related subprojects.Perform additional OSPHL IT Project Management activities as assigned.Required QualificationsPrior State Government / Government client experience.Strong Project Management experience.Experience with Office 365.PMP (Project Management Professional) certification required.Strong project planning, scheduling, risk management, and stakeholder coordination experience.Preferred QualificationsOrganizational Change Management experience in a Laboratory or Clinical Care environment.Project Management experience in a Laboratory or Clinical Care setting.Experience with Laboratory Information Management Systems (LIMS).Knowledge of PMI/PMBOK methodologies.Experience managing User Acceptance Testing and complex healthcare/public health technology initiatives.
