National Mining Association (NMA) is currently conducting a search for a full-time Associate General Counsel position at the association’s headquarters office in Washington, D.C. The role reports to the General Counsel and Senior Vice President of Regulatory Affairs and is a critical position in the development and implementation of legal and regulatory strategies to achieve the NMA’s regulatory and policy priorities. Responsibilities include developing strategies and advocating mining industry positions before federal regulatory agencies, serving as liaison with internal committees and members, updating members on regulatory and legal matters, and acting as a primary contact to members on select regulatory issues; supporting NMA’s General Counsel in litigation matters arising from regulatory proceedings; leading outside groups and coalitions to build a cohesive voice to shape policy priorities; supporting Government Affairs on legislative matters; and ensuring timely communication of risks and opportunities relevant to membership. Required skills and experience include a law degree; 5+ years of experience; knowledge of federal statutes such as the Clean Air Act, the Federal Land Policy and Management Act, the National Environmental Policy Act, the General Mining Law, the Mineral Leasing Act, the Federal Power Act, the Public Utility Regulatory Policies Act, and the Federal Mine Safety and Health Act; experience with agencies including the U.S. Environmental Protection Agency, Department of the Interior, Department of Agriculture, Department of Energy, Department of Defense, Department of Labor (including MSHA), as well as the Securities and Exchange Commission and the Federal Energy Regulatory Commission; strong knowledge of the Administrative Procedure Act; strong analytical, written and oral communication skills; a self-starter who can anticipate needs and resolve issues quickly; demonstrated ability to negotiate across constituencies; ability to work in a fast-paced environment and manage multiple projects; highly organized.
