Responsibilities
Key Responsibilities:
* Analyze complex business processes and recommend improvements.
* Develop and evaluate alternative solutions such as process re-engineering and IT system enhancements.
* Design and deliver end-user training programs, including eLearning modules.
* Conduct cost-benefit analyses aligned with State methodologies.
* Lead the full project lifecycle: planning, execution, implementation, and maintenance.
* Create data models and process/activity models to define and communicate functionality.
* Support system installation, testing, data conversion, and ongoing maintenance.
* Facilitate workshops and stakeholder sessions to gather requirements and explore solution options.
* Conduct special studies and prepare reports on business and system-related issues.
* Build strong relationships with leadership and State staff.
* Ensure solutions integrate across multiple functional and technical environments.
* Stay current with emerging technologies to identify cost-effective solutions.
Technical Environment:
* Mainframe, mid-level, desktop platforms.
* EDI (Electronic Data Interchange).
* Imaging systems.
* Data warehousing.
* GIS (Geographic Information Systems).
* Internet/intranet-based service delivery.
Qualifications:
* 5+ years of progressive experience as a Business Analyst.
* Strong end-user training experience (eLearning and instructor-led training).
* Bachelor's degree required (advanced degree preferred).
* Strong communication, negotiation, facilitation, and collaboration skills.
