Responsibilities

PROMAN, Luxembourg is currently identifying senior experts for an upcoming assignment under the Team Europe Initiative on Opportunity-Driven VET and Skills in Africa (TEI OP-VET).The assignment is expected to support the preparation, coordination, monitoring and capitalisation of approximately 12 technical assistance interventions across Sub-Saharan Africa.Indicative period: October 2026 to December 2028.Overall estimated input: Approximately 270 working days.Working arrangements: Mainly remote, with approximately 3 to 5 missions per year to Sub-Saharan Africa.For this assignment, we are looking for experts who meet one of the following 2 complementary profiles, or who combine experience across both areas:1️⃣ Senior Expert in Technical Assistance ManagementProven experience in the preparation, coordination, monitoring and evaluation of technical assistance interventions, particularly in vocational education and training, skills development and employment promotion.Experience in mobilising and coordinating teams of experts.Strong capacity to manage work plans, schedules, budgets, risks and deliverables.Experience in international cooperation projects, EU-funded programmes and multi-agency cooperation mechanisms.Excellent project management, coordination, monitoring and reporting skills.2️⃣ Senior Technical Expert in VET, Skills and EmploymentIn-depth knowledge of vocational education and training systems, stakeholders, policies and governance frameworks.Strong experience in skills development, employment promotion and labour-market integration in Sub-Saharan Africa.Proven experience in private sector engagement and employment-oriented training.Experience supporting entrepreneurship and public-private partnerships would be particularly relevant.Requirements applicable to both profilesRelevant professional experience in Sub-Saharan Africa.Full professional proficiency in English.Ability to work effectively in international and multicultural environments.French and/or Portuguese language skills would be a strong asset.Please submit your updated CV in English by 19 September 2026 to Mr Julien Jacques at jjacques@proman.lu, copying Mrs Maria Hernandez at mhernandezavellan@proman.lu.Kindly use the subject line: TEI OP-VET expert – [TA Management / VET, Skills and Employment / Combined Profile].
