OverviewLynker Corporation is seeking to hire a Lead Fishery Management Analyst – Data, Scientific Analysis & Compliance Support to support a contract with NOAA’s National Marine Fisheries Service (NMFS), Office of Sustainable Fisheries (OSF). This is a full-time, primarily remote position anticipated to begin August 1, 2026. Hiring for this position will be contingent on contract award. Lynker will be operating under its FLOAT joint venture, a NOAA ProTech Fisheries 2.0 prime contract holder.The Lead Fishery Management Analyst – Data, Scientific Analysis & Compliance Support will support implementation of Executive Order 14276, including development of fishery management actions, regulatory documentation, and environmental compliance. This role will lead technical efforts across Regional Offices and the Atlantic Highly Migratory Species Division.ResponsibilitiesDuties of the Lead Fishery Management Analyst – Data, Scientific Analysis & Compliance Support will include the following:Lead development of Fishery Management Plans (FMPs), amendments, and regulatory action packagesDevelop management alternatives, recommendations, and presentationsOversee scientific analysis, technical writing, and NEPA complianceCoordinate with NMFS Regional Offices, Atlantic HMS, and headquarters staffReview scientific studies and regulatory analyses for accuracy and policy alignmentOversee Administrative Records and clearance packagesSupport rapid implementation of management measuresParticipate in Fishery Management Council processesProvide leadership and quality control for analyst staffDeliverables:FMPs and regulatory amendmentsNEPA environmental analysesAdministrative Records and clearance packagesTechnical analyses and reportsMonthly progress reportsQualificationsThe Lead Fishery Management Analyst – Data, Scientific Analysis & Compliance Support should have the following:Advanced degree (Master’s or PhD) in fisheries science, marine biology, environmental science, natural resource management, public policy, or a related fieldExperience developing Fishery Management Plans or amendmentsFamiliarity with Magnuson-Stevens Act and NEPAExperience supporting NMFS, Regional Offices, or Fishery Management CouncilsExperience leading fisheries management action development or regulatory analysisStrong technical writing, analytical, and coordination skillsAbility to synthesize scientific and policy informationSeven (7) or more years of experience leading or supporting fisheries management actionsPlace of Performance:Primarily remote.Travel:May be required for meetings, workshops, or Council support.About LynkerLynker is a growing, employee owned business, specializing in professional, scientific and technical services.
