Our partner is looking for a Principal Consultant - HCM Training Developer & Instructional Design based in the United States.This role supports a large-scale federal HCM modernization initiative designed to transform how civilian employees manage human resources across multiple agencies.You will lead the design, development, and delivery of engaging training for Oracle Fusion Cloud HCM users across diverse roles and learning needs.The position combines instructional design expertise with deep knowledge of enterprise software training and modern digital learning practices.You will create role-based curricula, e-learning, instructor-led materials, train-the-trainer programs, job aids, and other resources that enable confident platform adoption.Your work will directly influence user readiness, successful go-live outcomes, and sustained adoption across a large federal enterprise.You will operate with significant independence while collaborating with functional, technical, organizational change, and cross-agency stakeholders.This is a primarily remote opportunity for an experienced training professional who enjoys solving complex learning challenges and creating scalable, high-quality experiences.AccountabilitiesConduct training needs analyses for individual agency migrations, assessing current capabilities, role-specific learning requirements, and preferred training modalities.Design comprehensive, role-based Oracle Fusion Cloud HCM curricula for HR specialists, managers, employees, payroll coordinators, agency administrators, and other user groups.Develop interactive, self-paced e-learning modules using tools such as Articulate Storyline, Adobe Captivate, or equivalent authoring platforms.Create SCORM- and xAPI-compliant digital learning content and ensure materials meet applicable technical and accessibility standards.Develop instructor-led training materials, including facilitator guides, participant workbooks, presentation decks, hands-on exercises, and virtual classroom resources.Design and deliver train-the-trainer programs that enable agency super-users and internal trainers to independently support training during and after deployment.Produce job aids, quick reference guides, contextual help, and task-based learning materials covering key HCM processes and transactions.Manage training-environment requirements and ensure practice environments contain realistic scenarios aligned with learning objectives and exercises.Develop knowledge checks, skills demonstrations, and training effectiveness assessments using appropriate evaluation methodologies, including Kirkpatrick-based approaches.Coordinate training logistics, including scheduling, enrollment, delivery platforms, attendance, completion tracking, and deployment-wave readiness.Maintain and update training materials to reflect quarterly Oracle releases, configuration changes, evolving business processes, and feedback from deployed agencies.Coordinate with organizational change management stakeholders to align training schedules, communications, and readiness activities.Analyze complex learning and implementation challenges independently, develop practical solutions, and provide expert guidance to project team members and stakeholders.Serve as a subject matter resource for instructional design and enterprise application training practices.Mentor junior professionals and contribute to training standards, methodologies, templates, and reusable assets.Lead discrete workstreams requiring coordination across functional and technical teams and multiple stakeholder groups.RequirementsBachelor’s degree and 7+ years of relevant experience; additional relevant experience may substitute for the degree.7+ years of experience in instructional design, training development, or training delivery for enterprise software systems.At least 5 years of experience developing end-user training for enterprise ERP, HCM, or cloud-based business applications such as Oracle, SAP, Workday, or equivalent platforms.Strong proficiency with e-learning authoring tools such as Articulate Storyline, Adobe Captivate, or comparable solutions.Practical experience with SCORM and xAPI content standards.Demonstrated ability to develop role-based curricula across instructor-led, e-learning, virtual, and blended learning environments.Strong ability to translate complex enterprise software functionality into clear, accessible, and engaging learning content for diverse audiences.Experience conducting training needs analyses, curriculum mapping, learning assessments, and training effectiveness evaluations.Excellent written communication skills, with experience producing professional training documentation, job aids, quick reference guides, and facilitator materials.Strong organizational, analytical, and project-management skills with the ability to manage multiple learning deliverables and deployment timelines.Ability to work independently on complex assignments while collaborating effectively with cross-functional and geographically distributed teams.Ability to obtain a CoPT as a condition of continued employment;
