About the roleThe Chief Compliance Officer is responsible for ensuring there is a strong policy environment to ensure compliance with BSP regulations. This role will also conduct reviews of clients to ensure they are also meeting the compliance (and other risk) requirements of the bank.This will involve oversight of:Compliance and policy development, including defining policies in areas of operational policy, AML policy, and IT and information risk policy, etc.Maintenance of compliance monitoring system and compliance reporting.Applications to the BSP and compliance reviews of partners.Ensuring partners (both origination/cash management partners and system providers) meet the requirements of regulatory authorities.Providing inputs into risk assessment of partners and management of risk reviews of partners.Ensuring documentation of risk reviews of partners is complete and approved to the right level, including internal audit reviews of partner policies.Prioritizing internal audit processes based on risk assessments and reviewing internal processes.Reviewing processes of external partners.Monitoring exceptions and reports and providing feedback to partner-facing teams.Serving as secretariat to the Risk Committee, Audit and Compliance Committee and ensuring adequate AML coverage.This position shall serve as the following regulated positions: Chief Compliance Officer and AMLO.Deeply understand regulatory requirements and what will be required to implement these requirements in the case of a partnership-based bank.Creatively find solutions and understand the practical implications of policies—identifying solutions that meet regulatory requirements while also meeting the requirements of the bank’s clients.As per regulation, this position will report directly to the independent Risk and Audit / Compliance Committees, and will work closely with the Head of Operations / CEO in the implementation of duties.Metrics to monitorOn-time implementation of partner risk reviews.On-time implementation of the policy development plan.BSP assessment of the bank’s performance (BSP rating).Feedback from partner-facing teams.Required skills and qualificationsExpertise in control functions, and understanding the implications of these functions on business operations to ensure functions are implemented in a client-friendly manner.At least 8 years of senior management of compliance, ideally from a bank or fintech companies.Compliance expertise and/or knowledge of BSP regulations.Experience in communications with the BSP.Ability to define a compliance plan.Experience in policy development and clear, concise writing.Relevant compliance/legal background allowing approval by the BSP.Definition of risk management processes, including operational risk reviews, market and liquidity risk, and IT risk management (including responsibilities of the information security officer).Leadership of internal audit functions, including defining the audit timetable, oversight of audit functions, and management of internal and external reviews.Initial tasksReview current policies and identify gaps in the overall framework.Complete policy in information risk management.Review partner risk reviews to determine whether partners’ risk reviews need to be updated to reflect newly identified issues and whether partners’ internal processes need to be reviewed.Ensure compliance with the AML regime and ensure AML policies are in place for partners.Continue to implement the compliance regime and compliance reporting.Set up reporting to Board Committees on compliance review, policy status, and partner risk assessment.
