About CATFClean Air Task Force (CATF) is a nonprofit organization working to safeguard against the worst impacts of climate change by catalyzing the rapid global development and deployment of low-carbon energy and other climate-protecting technologies. CATF accomplishes this through research and analysis, public advocacy leadership, and partnership with the private sector. CATF has offices in Boston, Washington D.C., and Brussels, with remote staff spread across many countries.CATF’s Methane Pollution Prevention (MPP) team is leading the global effort to bend the curve on climate change by combating methane pollution, a potent greenhouse gas responsible for nearly half of the warming being experienced today.RoleThe Oil and Gas Manager leads and supports engagements with government entities as part of the Fossil Fuel Regulatory Programme to develop and advocate for policies that promote methane reduction in the oil and gas sector in partnership with CATF’s Methane Pollution Prevention (MPP) team and other CATF programs.The Oil and Gas Manager supports efforts to engage with regulators to develop and implement strong methane mitigation policies, including development of technical analysis and reports to support such actions. Countries covered may include Iraq, Egypt, Indonesia, Angola, Kazakhstan, Turkmenistan, and others.The Oil and Gas Manager works closely with government stakeholders on methane emission estimates and mitigation plans to support policy development and implementation. The role also includes collaboration with other NGOs, industry, academia, and government-based stakeholders, cultivating opportunities through extensive networking, and supporting planning and execution of outreach campaigns and capacity strengthening workshops.Key Functions and ResponsibilitiesPolicy Analysis, Development, and AssessmentPossess and gain familiarity with technical, economic, market, and policy issues related to oil and gas methane and its mitigation.Conduct policy research and analysis to support development of new or updated methane policies effective and appropriate for relevant governmental jurisdictions.Draft and present regulatory comments as part of the policy assessment process.Support regulators in the implementation of methane mitigation policies.Assess the policy and political efficacy of existing or new policy proposals developed externally to CATF.Technical Analysis, Writing, and CommunicationUndertake and support analysis related to methane policies and their implementation requirements; communicate results to key stakeholders (including marginal abatement cost curves (MACC) for countries and companies).Work with governments to use CATF’s Country Methane Abatement Tool (CoMAT) to estimate methane emissions and mitigation potential.Write and contribute to blog posts, technical and/or policy reports, white papers, fact sheets, and other forms of content.Synthesize technical documents, datasets, and discussions into various forms of communications including presentations.Advocacy and Capacity StrengtheningDevelop and execute strategies relating to education about relevant policy concepts and advocacy to achieve policy outcomes, including planning and leading direct communications with public officials and creating/leverage networks of relevant stakeholders from civil society/NGOs, industry, academia, and other experts.Support development and execution of capacity strengthening activities such as webinars, trainings, and workshops on fossil fuel methane for relevant stakeholders from government, civil society/NGOs, industry, academia, and others.Stakeholder Engagement and PartnershipsSupport and strengthen existing relationships with national and subnational government agencies and other key stakeholders.Work directly with other NGOs and coalitions to support methane reduction efforts across the sector and region; help define and execute CATF strategies with partnerships.Represent CATF in public forums, meetings, conferences, and workshops.Collaborate with other internal teams within CATF to ensure timely information sharing, alignment, and support of regional goals.Operational SupportSupport project management for the Fossil Fuel Regulatory Programme work within the MPP team.Help identify key learnings and best practices that can be shared with MPP technical teams across regions.Skills/QualificationsEducation/ExperienceBSc/BA is required; MSc/MA or other advanced degree is preferred.6+ years of relevant professional work experience in/with the fossil fuels industry and/or regulatory agency for the fossil fuel sector.6+ years of experience in methane, greenhouse gas, energy or environmental research, including policy advocacy, development, and/or implementation.Knowledge of international energy and climate policies, with expertise in a specific region or country.Experience working with or engaging international institutions.SkillsOutstanding analytical and problem-solving abilities.Strong negotiation skills.Able to work independently with minimal oversight.Strong technical writing capabilities.Excellent time management skills and attention to detail.Excellent communication, interpersonal and presentation skills.Avid networker skilled at building trust with a wide range of people.Oral and written English mastery (another language a plus).Personality/behavioralSelf-starter who enjoys taking initiative and working with others.Consistent follow-through, and a commitment to high-quality work.Able to learn new concepts and implement in day-to-day tasks.Passion for CATF’s mission.Preferred ExpertiseProficiency in a language other than English that will support advocacy, including Portuguese, Arabic, or Russian (C2 level; per the CEFR international standard).Proven experience in climate policy design.Experience working in or with governments and international institutions.Experience working in NGO coalitions or supporting partnerships.Successful international and environmental advocacy experience.This position requires the ability to travel internationally several times per year, depending on project needs.COMPENSATION AND LOCATIONThis is a full-time, remote position, with location flexible within Europe, the Middle East, or North Africa. Candidates must be legally authorized to work in their country of residence at the time of hire; CATF is not able to sponsor work authorization for this role.This is a grant-funded, time-bound position with funding currently confirmed through March 2028.
