Headquartered in New York City, LISC’s reach spans the country from East coast to West coast in 38 markets with offices extending from Buffalo to San Francisco and in 2,400 rural counties across 49 states and Puerto Rico. LISC Virginia seeks a full time Program Officer to support our economic development work. The Program Officer will work under the guidance of the Executive Director to support the Virginia, small business and commercial corridors improvement efforts, and help strengthen the neighborhood economic opportunity and vitality through advocacy and partnerships. The ideal candidate has a knowledge of community development, workforce development, financial stability, data system management and skills in building key relationships. Responsibilities: - Catalyze and support the stability and growth of local minority- and women-owned businesses. - Formulate place-based economic development strategies and implement in partnership with BDO and other partners - Build and maintain mutually trusting relationships with and among partners including community organizations, businesses, government officials, anchor institutions, consultants, and contractors. - Track state and local government policy, programs and funding related to economic development and formulate strategies to leverage and advocate for such policies, programs and funding that support low to moderate income communities - Lead and administer small business capital access and technical assistance programs including but not limited to underwriting for recoverable grants and loans - Develop and manage relationships with local economic development partners including community-based organizations, mission-driven developers, impact investors, financial institutions and local/state agencies in order to foster inclusive economic development. - Support fund development by recommending program funding priorities and needs. Assist in drafting grant application narratives and related to economic development program design. - Prepare and oversee grants and contracts for programs, which includes administering government and private grants/consultant agreements, managing contracted partners, and monitoring grant and consultant performance to ensure alignment with agreed scope of work. - Conduct research, gather and analyze data that supports programmatic outcomes and program reporting. - Support Executive Director in developing, launching and managing new programmatic initiatives.
