Position Overview:The Informatics Policy Analyst applies process modeling, policy analysis, and organizational evaluation techniques to support healthcare information management decision-making, policy formulation, and program effectiveness. This role collects and analyzes existing policies, identifies gaps and barriers to standardization, and develops frameworks for program evaluation and implementation. The analyst supports management in operating more efficiently and effectively through the application of organizational studies, workflow design, and policy research in a federal health IT contracting environment.Please note this position is contingent upon award (July/Aug 2026)Key Responsibilities:Formulate and apply process modeling methods and analytical frameworks to discover emergent effects and interpret complex health informatics policy environmentsCollect, compile, and analyze existing federal, agency, and program-level policies to support the development of business requirements, services, or technology solutionsConduct gap analyses of existing policies to identify unaddressed operational needs or barriers to standardization across health IT programsDevelop workstreams, frameworks, and evaluation tools for program review, policy implementation, and operational improvement initiativesConduct organizational studies and evaluations to assess program effectiveness, identify inefficiencies, and recommend improvementsDesign systems and procedures to streamline operations and improve compliance with applicable policies and standardsConduct work simplification and measurement studies to assess performance and operational efficiencyPrepare comprehensive operations and procedures manuals to assist management in operating more efficiently and effectivelyDevelop narrative, graphic, and oral status reports communicating policy analysis findings and program recommendationsCollaborate with program leadership, subject matter experts, and government clients to develop and refine policy positions and implementation plansRequired Qualifications:Bachelor's Degree in Public Policy, Health Policy, Health Informatics, Business Administration, Public Administration, or a related fieldMinimum of 5 years of experience in policy analysis, organizational management analysis, or a related field supporting healthcare or health IT programsProficiency with process modeling and workflow documentation methods (e.g., BPMN, flowcharting, swimlane diagrams)Experience conducting policy gap analyses and translating findings into actionable recommendations and implementation frameworksStrong qualitative and quantitative analytical skills; ability to evaluate complex information and synthesize findings into clear policy guidanceFamiliarity with federal health IT policy landscapeExperience developing program evaluation frameworks, logic models, and performance measurement toolsProficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Visio) for documentation, reporting, and presentationExcellent written and verbal communication skills; experience preparing executive-level briefings, policy memos, and formal reportsPreferred Qualifications:Experience working with the Veterans Health Administration or a similar federal health agency (CDC, CMS, DHA, HHS, etc.)Active security clearance or ability to obtain oneCertified Health Data Analyst (CHDA) or Certified Professional in Health Informatics and Information Management (CPHIMS)Familiarity with VA policy frameworks, VHA Directives and Handbooks, and VA governance structuresExperience with Agile or SAFe program delivery environments, including participation in PI planning and retrospectivesKnowledge of federal rulemaking processes, regulatory compliance frameworks, and federal health information standardsExperience supporting health IT standardization initiatives such as HL7 FHIR adoption, interoperability mandates, or ONC certification programsAdvanced degree (Master's or higher) in a relevant fieldBenefits:Health, Dental, and Vision PlansShort Term Disability / Long Term Disability / Life Insurance / Accidental Death and DismembermentHealth Savings AccountUnlimited Paid Time Off11 Federal Holidays Off401kFounded in early 2021, Ibility is a Service-Disabled Veteran-Owned Small Business and a Woman-Owned Small Business, headquartered in Gaithersburg, MD.  Ibility is a small but mighty company that is positioned for rapid growth.  Simply put, we help government leaders to achieve their mission by designing creative products and programs that delight their customers and make their employees more efficient - building trust and improving overall satisfaction.
