Under the program manager, the project manager is responsible for the outcome of the assigned projects. The project manager leads the team through the Commonwealth Standard for Project Management for successful completion of the project phases: PreSelect, Initiation, Planning, Execution and Control, and Closeout.
The selected candidate will:
* Serve as a hands-on technical project manager with development staff and business groups.
* Coordinate and communicate with ITD management and staff to organize work tasks and resourcing.
* Communicate timelines and expectations to technical and business staff.
* Collaborate with vendors, consultants, and contractors in the execution of projects, including contract management and working with the procurement office(s).
* Collaborate with technology leads and solution architects to incorporate agency best practices into project plans.
* Adhere to VDOT and VITA project management practices and governance requirements; coordinate with VDOT and VITA Project Management Offices.
* Maintain project budget, plans, tasks, schedules, risks, and status, and disseminate information to team members and customers as defined in the communications plan.
* Monitor progress by third-party vendors and define and measure their progress with metrics.
* Ensure documentation of requirements and use cases; facilitate design workshops for assigned projects.
* Ensure definition of test objectives, design test plans and test cases for assigned projects.
* Provide the management of project milestones and deliverables for on-time and on-budget delivery.
* Define, measure, and clearly communicate progress with metrics.
* Support system and application training efforts.
Required:
* Minimum of 10 years experience managing large projects and a bachelor's degree.
* Experience in IT Infrastructure delivery (networking, physical plant, vendor management, site provisioning).
* Experience managing large, multi-stream projects.
* PMP or qualified under Commonwealth of Virginia Qualification Standards for IT.
Preferred:
* Experience in both Agile and Waterfall project management.
* Agile Scrum Master certification.
* Proficiency in Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server).
* Fingerprint-based background check required.
* PMP certification from PMI required.
Skill Required / Desired Amount of Experience:
* Proven track record of successfully managing large-scale, complex IT projects, with a focus on cloud migrations (preferably Azure): 10 years.
* Managing migration project budgets and schedules: 5 years.
* Azure services, including Azure Migrate, Azure Site Recovery, and Azure Database Migration Service: 5 years.
* Cloud concepts, including IaaS, PaaS, SaaS, and hybrid cloud environments: 5 years.
* DevOps principles and CI/CD pipelines: 5 years.
* Automation, including scripting (PowerShell, Azure CLI) and Infrastructure as Code (IaC): 5 years.
* PMP and Agile/Scrum: 5 years.
* Communication skills to translate complex technical concepts for all business levels: 10 years.
* Leadership to guide cross-functional teams and manage stakeholder expectations: 10 years.
* Problem-solving skills to anticipate and mitigate risks and resolve issues during migration: 10 years.
* Adaptability to manage multiple concurrent projects in a fast-paced environment: 5 years.
* Azure Certifications (Administrator Associate, Azure Solutions, Architect Expert, Azure Migration/Modernization Specialist): 5 years.
