About the roleWe're hiring a Senior Logistics Manager Subject Matter Expert (SME), Department of Defense (Acquisition) to support Naval Sea Systems Command's (NAVSEA) Program Executive Office (PEO) Unmanned and Small Combatants (USC) (PEO-USC) Program Manager Ships 340 (PMS 340) Naval Special Warfare (NSW). The contractor shall provide logistical management support and programmatic, technical, and administrative assistance (remote, and in person as necessary) with the PMS 340 portfolio of USN service common programs (small arms, remote weapons systems, visual augmentation systems, parachute, and air delivery systems), as well as other PMS 340 programs if needs arise. Tasks will be performed remotely with occasional in-person meetings at the Washington Navy Yard, D.C. and other locations as directed by the Program Managers Office (PMO).Role and ResponsibilitiesProvide acquisitions logistics management support to include total lifecycle support, but not limited to: Provide logistics SME functions for personnel designated within the organizations, offering guidance, direction, and instructions.Develop acquisitions logistics training, associated documentation, and execute training (tailored for contractors, government civilians, and military with acquisitions logistics and non-acquisition logistics positions).Maintain and manage a repository for all currently required and applicable DoD logistics acquisition documentation, templates, and formats for program office efforts.Ensure equipment is properly tracked and inventoried by the applicable project team (e.g., logistician if present), using enterprise-level information systems or local tracking methods such as Excel.Perform research, analysis, and forecasting as needed to support the acquisitions logistics mission.Facilitate equitable relationships with Naval, other DoD organizations, and non-DoD entities to support a comprehensive approach to acquisitions logistics.Provide guidance and advice for program office logistics efforts including document development, support planning, trend analysis, logistics oversight, and program integration.Translate and/or distill logistical documentation and configuration data into a digital format for enterprise leadership use.Populate logistics documentation on appropriate/approved templates with required program information and assist in formatting logistics data into a digital format for enterprise leadership use.Draft/review acquisitions logistics policies, procedures, processes, and best business practices; utilize an approved document CM tool to communicate documentation configuration changes to enterprise leadership.Develop, review, and edit acquisition logistics plans, analyses, briefings, and documentation as required to ensure program progression through the acquisition lifecycle and as required by NAVSEA.Develop new acquisition logistics plans, analyses, briefings, and documentation as required to ensure program progression through the acquisition lifecycle.Review and edit logistics acquisition documentation, plans, analyses, and briefings associated with multiple Program Manager Office (PMO) efforts.Assist Program Managers (PM) and Assistant Program Managers (APM) with acquisition logistics requirements to ensure logistical support, documentation, and configuration management maintain compliance relative to DoD acquisition requirements.Plan, schedule, attend, and lead required meetings; take notes as required and provide them to the government customer for review and acceptance.Attend Program and Project Reviews, Integrated Product Team meetings, design reviews, or other meetings as tasked.Develop and maintain an auditable configuration control process, documenting temporary or permanent changes to program/logistics plans, briefings, and documentation configuration; use an approved document CM tool to communicate configuration changes to the PM and APMs.Provide required projects and personnel cradle-to-grave (total lifecycle) support for a given system from concept through development, acquisition, operations phases, and final disposition.Ensure fielding to units is executed properly to allow proper “birthing” into identified logistics information systems.Ensure all statutory and regulatory compliance related to logistics is met.Review and provide comments to logistics-related taskers.Required Technical and Professional ExpertiseActive TS/SCI clearance.At least twelve (12) years of experience with DoD acquisitions logistics.Must have 10 years of experience in a technical field with the Department of Defense.Project or program management experience is desired.Proficient at Microsoft Word, PowerPoint, Excel, and Outlook.Note: Required years of experience may be cumulative.Preferred Technical and Professional ExpertiseNANature of DeliverablesAll deliverables shall comply with PMS 340 and PEO USC requirements.PMS 340 shall have thirty (30) days to review all deliverables from the contractor.The contractor shall incorporate all comments and resubmit deliverables for approval.The contractor shall deliver data, reports, and briefings to PMS340 as required.TravelTravel is required for this position.Travel will be to CONUS and OCONUS locations and may include remote or isolated sites. You must be able to sit/stand for extended periods of time.TeleworkRemote with occasional in-person meetings at the Washington Navy Yard, D.C. and other locations as directed by the PMO.
