Position Summary: Tidal Basin is seeking an experienced Project Manager to lead the delivery of disaster recovery and survivor assistance programs nationwide. The Project Manager will be responsible for the overall management, administration, and successful execution of disaster recovery projects, including Disaster Case Management Programs (DCMP), Individual Assistance (IA) programs, housing recovery initiatives, and other federally and state-funded recovery efforts.The Project Manager serves as the primary point of contact for clients and is responsible for managing project staffing, budgets, schedules, performance metrics, and contractual requirements. This position requires strong organizational skills, extensive experience managing disaster recovery operations, and a demonstrated ability to oversee complex programs in dynamic environments.Job Duties and Responsibilities include:Project Leadership & ExecutionProvide overall project management for disaster recovery and survivor assistance programs.Lead project implementation and operational execution activities.Develop and implement project plans, timelines, and resource strategiesOversee daily operations to ensure alignment with client objectives and contract requirementsManage risks, identify operational challenges, and suggest corrective actions to maintain project success.Assist with business development and participate in proposal support with technical writing, and subject matter expertise to support growth initiatives.Client & Stakeholder ManagementServe as the primary liaison between Tidal Basin, clients, government agencies, subcontractors, and other stakeholders.Foster collaboration among project teams, clients, community partners, and stakeholders.Facilitate meetings, briefings, and status updates with leadership and partnersBuild and maintain strong working relationships with internal and external stakeholders, including state, local parties, subcontractors, and community partners to support long-term engagementProgram Compliance & OversightEnsure compliance with federal, state, local, and contractual requirements.Provide technical assistance and subject matter expertise to ensure compliance with FEMA programs (e.g. PA, IA, Mitigation)Interpret and apply federal regulations including 2 CFR Part 200 and applicable state/local policiesDevelop federal grant applications (FEMA Project Worksheets) for all Categories of Work, provide reviews and quality assurance as to damage descriptions, scope of work, cost estimates, and general contentOversee documentation, reporting, and audit readinessTeam LeadershipDevelop and maintain staffing plans and manage project personnel to meet operational requirements.Monitor project performance, key performance indicators, and contract deliverables to ensure compliance with client expectations and contractual obligations.Make recommendations to improve performance and ensure quality of programsPerform coaching, performance oversight, and guidance to team membersEnsure health and safety guidelines are established and followedEnsure completion of required trainingFinancial & Operational ManagementManage project budgets, financial performance, forecasting, invoicing support, and resource allocation to ensure successful project delivery.Review invoices, timesheets, expense reports, and financial reports for accuracy and complianceEnsure efficient utilization of resources and adherence to contract terms and internal proceduresReporting & DocumentationPrepare and deliver project reports, briefings, forecasts, and executive-level presentations.Ensure accurate and timely submission of deliverablesMaintain organized project documentation to support audits and closeoutPrepare Project Management Plan and update as neededPerform other duties as assigned.Education and Experience:Bachelor’s degree in Emergency Management, Public Administration, Business, Engineering/Construction Management, or related field preferred.Minimum of five (5) years of experience serving in a Project Manager, Program Manager, or equivalent leadership role overseeing disaster recovery programs.Minimum of five (5) years of experience managing FEMA Individual Assistance (IA) programs, Disaster Case Management Programs (DCMP), or similar disaster survivor assistance and recovery initiatives.Demonstrated experience managing large-scale recovery programs or projectsStrong knowledge and experience of FEMA programs, policies, and proceduresExperience with federal grant management and compliance requirementsProven ability to lead teams in fast-paced, high-pressure environmentsPMP (Project Management Professional) certification preferredPreferred Qualifications:Experience managing large-scale disaster recovery operations following federally declared disasters.Familiarity with FEMA Individual Assistance programs, Disaster Case Management principles, Non-Congregate Sheltering (NCS), Transitional Sheltering Assistance (TSA), housing recovery programs, and long-term recovery operations.PMP, CEM, or other relevant professional certifications preferred.Physical Demands/Work Environment:Deployment required: Travel to disaster-impacted areas with extended stays as needed to meet operational requirements.Ability to work extended hours, evenings, weekends, and holidays as operational needs require.Fast-paced and dynamic disaster recovery environment supporting communities impacted by disasters.Extended periods of sitting, standing, walking and working on a computerAbility to lift up to 25 lbs. as neededJob Description DisclaimerThis position description incorporates the job's core responsibilities.
