As a result, various international legal mechanisms have been established to combat terrorism and prevent its recurrence. The United Nations has made significant efforts to promote resolutions and action plans aimed at having a real impact. However, the effectiveness of these mechanisms has not been fully reflected in practice, which highlights the need for a new approach to the issue and greater conceptual clarity regarding key terms.
