    This paper examines the 2017 decision by the Mongolian government to establish policies promoting the uptake of electric vehicles. While the intent of the policy is laudable, our analysis shows that Mongolia's continued reliance on coal-fired power plants for electricity generation merely shifts carbon emissions from tailpipe to smokestack.
