Sean launched ForeclosureRadar in early 2007 just before credit bubble burst. By January 2008, 60 Minutes featured Sean in an interview, with host Steve Kroft concluding that "to get a real overview (of the market), you need to look at a map from Sean O'Toole's Web site, foreclosureradar.com." As the foreclosure investing frenzy cooled, Sean relaunched ForeclosureRadar as PropertyRadar and expanded beyond Realtors and investors to also help small local businesses leverage public records data to better target and reach their best potential customers.

Advanced the deployment of early internet technologies including Gopher, CUSeeMe, and Mosaic within the school.
