Eng. Saleh Al-Rasheed serves as the Chief Executive Officer of the Royal Commission for Makkah City and Holy Sites, overseeing strategic development initiatives aimed at enhancing infrastructure, services, and investment across the city. His role focuses on enabling long-term urban growth while preserving the distinct religious and cultural character of Makkah.
Throughout his career, Al-Rasheed has led major public-sector organizations and played a central role in national transformation efforts. His leadership at the General Authority for Small and Medium Enterprises (Monsha’at) contributed to elevating Saudi Arabia’s global ranking in entrepreneurship and resulted in the establishment of key financial enablers such as the SME Bank and the Saudi Venture Capital Company.
He previously served as CEO of Riyadh Airports Company, where he oversaw the privatization of King Khalid International Airport, and as Director General of the Saudi Authority for Industrial Cities and Technology Zones (MODON), where he led the expansion of industrial zones and the modernization of service models.
His work is defined by a focus on institutional performance, sustainable development, and enabling private-sector growth through structured, high-impact initiatives.
